Existing Troubleman vacancies that have progressed to external postings will be returned to the bid level. Promotions, demotions, and transfers will not be considered due to previously exhausting these steps through the vacancy fill process. Positions will be awarded to the most senior, qualified Local 1600 bidder, if an external candidate has not been hired. Memorandum of Agreement 26-0080 references this process.
