A T&D Helper class started its initial training at Walbert on July 20th. The September Electrician Helper class has been postponed to next year. To date, there have not been any external hires into the Electrical Test progression line; six vacancies remain posted externally. Offers are being made for the Troubleman bids that were returned to the bid process through MA 26-0080.
A T&D BU Trainer canvass went out for a full-time position at Walbert. Once the canvass results are reviewed and interviews are completed, a selection will be made to fill the spot.
We are seeing an increase in contractor overtime grievances and ORC complaints being submitted. Rusty and I sat with management on June 23rd to discuss the issues that have been resolved in the past. We are waiting on a response or further discussion if needed. The grievances and ORC complaints will move forward in the meantime. In addition to contractor OT grievances, it seems simple disputes that should and could be handled at the local level are resulting in grievances. In my opinion, a simple callout or MVI should not be progressing past the complaint level. At times, it feels we need to revisit and reconfirm issues that were previously addressed and settled. Even when contractual and settlement language is presented, the company is choosing to move forward with denying certain grievances.
There have been discussions in some areas of roster availability around sick time, mini vacation, and vacation. The Overtime Opportunities Agreement (MA 13-0520) identifies availability and options. The availability language is there to preserve time off, and to create a fair opportunity for vacations.
The permit holding decision in mid-July was implemented by management due to the multiday storm that hit all regions. The conversation of permit holding during a system emergency is two years old, and the previous discussions that stalled are now continuing. Management did recognize the need to make the folks that held permits whole, and to waive time limits for any grievances that are needed as we continue to discuss.
25HBG-006 was arbitrated and resulted in a favorable award that provided reemployment and to make the grievant whole. The local steward and chief did a great job of supporting our member.
We are working on detailed language to use Article 5, Section 2K when vacancies are not available and Troublemen want to demote. At this time, we do not have a signed agreement.
I attended the 3rd District Utility Workshop in Hershey July 22nd-24th. This was a great opportunity to share information, contracts, and learn from other Locals in the IBEW 3rd district.
IBEW Local 614 ratified their contract on July 18th with a 97% yes vote. The local had support from their members, politicians, other locals, and the customers they serve. This proves the positive result of unity. They fought to remove division in the contract among their membership, and they focused on and achieved a better package for all.
Contract negotiations are in the near future. I believe this is my 4th newsletter addressing the need for unity and preparation as we get closer to 2027. Hopefully everyone has been preparing and planning to support the negotiating team so we can gain a fair and deserving contract for all.
